Public participation in political parties

There is a general perception in India that people have become indifferent to political parties and political parties have become infamous, so political parties are under threat.

The evidence that is available suggests that this assumption is true to some extent for India. Based on the evidence obtained from surveys conducted over the past several decades, the following points emerge:

1. People in South Asia do not believe in political parties. Those who said they "don't trust" or "don't trust very much" in political parties outnumber those who said "some trust" or "complete trust".

2. The same holds true for many other democracies. Political parties are the only institutions in the whole world on which people trust very little.

3. But the level of participation in the activities of the political party is quite high. Compared to many developed countries (Canada, Japan, Spain, South Korea), India had a higher proportion of people who said they were members of a political party.

4. The proportion of people who have admitted to being members of a political party has increased over the past three decades.

5. The proportion of people who feel that they are close to a political party has also increased during this period.

भारत में एक आम धारणा ये है कि लोग राजनीतिक पार्टियों से उदासीन हो गये हैं और राजनीतिक पार्टियाँ बदनाम हो गई हैं इसलिये राजनीतिक पार्टियों पर खतरा मंडरा रहा है।

जो सबूत उपलब्ध हैं वो ये बताते हैं कि यह धारणा भारत के लिये कुछ हद तक सही है। पिछले कई दशकों में किये गये सर्वे से प्राप्त सबूतों के आधार पर निम्न बातें सामने आती हैं:

• दक्षिण एशिया में लोग राजनीतिक पार्टियों पर विश्वास नहीं करते। जिन लोगों ने कहा कि वे राजनीतिक पार्टियों पर ‘एकदम भरोसा नहीं’ या ‘बहुत भरोसा नहीं’ करते उनकी संख्या उन लोगों से अधिक है जिन्होंने ‘कुछ भरोसा’ या ‘पूरा भरोसा’ कहा।
• यही बात कई अन्य लोकतंत्रों के लिये भी सही निकलती है। पूरी दुनिया में राजनीतिक दल ही ऐसी संस्था हैं जिनपर लोग बहुत कम भरोसा करते हैं।
• लेकिन राजनीतिक दल के क्रियाकलापों में भागीदारी का स्तर काफी अधिक है। कई विकसित देशों (कनाडा, जापान, स्पेन, दक्षिण कोरिया) की तुलना में भारत में ऐसे लोगों का अनुपात अधिक था जिन्होंने कहा कि वे किसी राजनीतिक पार्टी के सदस्य हैं।
• पिछले तीन दशकों में ऐसे लोगों का अनुपात बढ़ा है जिन्होंने राजनीतिक पार्टी के सदस्य होने की बात कबूली है।
• इस अवधि में ऐसे लोगों का अनुपात भी बढ़ा है जिन्हें ये महसूस होता है कि वे किसी राजनीतिक पार्टी के करीब हैं।
